Missouri lets cities adopt technical codes by reference if a copy stays on file.

RSMo 67.280 authorizes municipalities to adopt technical codes (building, electrical, plumbing, fire, property maintenance, etc.) by reference instead of reprinting the whole book in the ordinance, provided copies are on file and available for public inspection. Ava does this in Chapter 18 / Ordinance 1163: one copy of each adopted construction code is kept in the City Clerk’s office in perpetuity. Staff answer: “We adopted IBC/IRC 2021 by reference. The official book is at City Hall with the Clerk. Our local changes are in Chapter 18.”
