IRC 2021 is Ava’s code for one- and two-family dwellings and townhouses.
Ava adopted IRC 2021 with appendices AA, AB, AC, AD, AE, AG, AH, AJ, AK, AM, and AN (Ord. 1163, Sec. 18-52).
Typical staff questions:
• New house, addition, garage, deck, and basement finish on a 1–2 family dwelling → IRC, not IBC.
• Townhouses → IRC if they meet the IRC townhouse definition; otherwise IBC.
• Multifamily (apartments) → IBC, not IRC.
• Smoke alarms and CO alarms in new construction areas must be interconnected (Ava Chapter 18).
• Electrical in dwellings still follows NEC 2020 as adopted, with Ava’s #12 AWG minimum (stricter than NEC 14 AWG lighting circuits).
• Energy: IECC 2021 also adopted.
• Pools/spas: ISPSC 2021.
