Most new work needs a permit. Ordinary repairs under $200 that do not change structure do not.
Need a permit (typical): new buildings, additions, structural changes, new electrical/plumbing/mechanical, signs, excavation in ROW, foundations, change of occupancy, commercial fit-outs.
Usually no permit: ordinary repairs and minor alterations that do not change major structural parts (walls, beams, girders, chimneys) with estimated cost less than $200.00.
